Every council in the UK, with police and fire bodies: schools, social care, waste, roads and housing. Grants from central government are counted here, where councils spend them. In 2025-26 the bodies in this section spent £217.1bn on services. £140.0bn of it (64.5%) can be followed to who received it, and at most 84.5% counting payees who are named but can't be identified yet.

How far it is followed, and why the rest can't be

  • Interest on debt: followed as one total£1.1bnmeasured

    Paid to the holders of gilts and other government debt. Holders are never published one by one, so this is followed as far as it goes, to the holders as a whole, and counted as followed.

  • 70 of 309 publishers' files cover part of the yearmeasured

    Their 2025-26 records cover fewer than 12 months; the table below gives each publisher's months.

  • English councils without payment files£18.6bnmeasured

    Of the 376 English authorities with a 2025-26 revenue outturn return, 294 have payment files held (and 14 more councils' files are held, but they have no 2025-26 return in MHCLG's data). The other 82 spent £18.6bn on services in 2025-26, by their own returns to the Ministry of Housing, Communities and Local Government. They include police, fire and other authorities whose payments have not been collected; councils among them have files that are missing, behind pages that refuse automated readers, PDF only, or not found.

  • Payees probably public bodies, awaiting review£2mmeasured

    A proposed match names a public body for these payees, so this money was most likely passed on to another part of government, not spent here. Until a person reviews the match it is not counted as followed or as passed on.

  • Scottish, Welsh and Northern Irish councils

    Of the 65 councils in Scotland, Wales and Northern Ireland, only Monmouthshire's payments are held. Few publish machine-readable payment files that can be found without a person looking.

  • Councils that publish only through a search tool

    Lancashire County Council publishes its payments only through an online search tool, with no downloadable file. They can be extracted by hand, slowly, and have not been yet.

  • Police, fire and combined authorities

    Police and crime commissioners, fire authorities, combined authorities and the Greater London Authority publish their own payments. Many are held; others publish PDFs only, or their sites refuse automated readers.

  • Payments withheld as personal data

    Councils withhold the names on many payments to individuals, such as foster carers and people receiving direct payments for care. Those payments are counted as reaching a recipient whose name was withheld.

  • Files a crawler may not fetch

    Some councils' and NHS trusts' robots.txt files forbid automated readers from fetching their payment files. Files fetched in breach of that are kept but not counted.

  • Below the publication threshold

    Payments under £25,000 (central government and the NHS) or £500 (councils) are not published one by one. Some publishers list every payment anyway; most do not.

  • Pay: followed to staff as one total£84.0bnmeasured

    Wages are never published person by person, and must not be. Local government pay in the United Kingdom, from PESA 2026 table 7.8, is counted as followed to councils' staff. For 2025-26 HM Treasury gives it as a plan, not yet outturn, so it is left out of the outturn-only figure.

  • Suspected duplicates left out£1.9bnmeasured
